Dr. Nnaemeka O. Ewelukwa is a seasoned legal and regulatory expert with over 25 years of experience spanning private legal practice, international academia, and public sector leadership. He brings a rare blend of deep legal scholarship, senior executive experience, and unmatched insight into Nigeria’s electricity sector and investment landscape.

Nnaemeka holds a PhD in Law from Queen Mary University of London, where he conducted seminal research on privatization and electricity legal reform in Africa. He has an LLM in International Business Law from the prestigious London School of Economics and a Bachelor of Laws (LLB) from the University of Nigeria. Called to the Nigerian Bar in 1998 (Enrolment No. SCN027200), he has since shaped and advised on major energy, infrastructure, and regulatory reform initiatives in Nigeria.

Nnaemeka earlier served as the General Counsel & Company Secretary and subsequently, Managing Director and Chief Executive Officer of the Nigerian Bulk Electricity Trading Plc (NBET), Nigeria’s central electricity off-taker. Under his leadership, NBET recorded landmark reforms in governance, transparency, and performance—achieving best-in-sector rankings and securing billion-dollar investments in energy infrastructure. He played a lead role in negotiating power purchase agreements (PPAs), structuring cross-border power trade frameworks, and implementing the World Bank’s $750 million Power Sector Recovery Program (PSRO).

Nnaemeka is a globally recognized authority in energy transactions and public-private partnerships, having co-authored several internationally adopted legal handbooks, including Understanding Power Purchase Agreements, Understanding Power Project Financing, Understanding Power Project Procurement and Understanding Energy Storage. These resources, developed with institutions such as the U.S. Department of Commerce’s Commercial Law Development Program and the African Legal Support Facility, have become essential tools for power sector development across Africa.

He has advised cabinet ministers, international development partners, regulators, and private investors on electricity market reform, sovereign guarantees, payment security requirements and energy policy. His leadership extends to capacity-building and law reform, ensuring Nigeria’s power sector remains on a trajectory of growth and sustainability.
